Doctors Step into Factories! The enterprise’s Technical Deputy General Manager takes office and signs a military-style pledge for technical breakthroughs!

A new model further deepens the integration of industry, academia and research, bringing high-end talents to the frontline of industries! Recently, Shuangliu District, Chengdu officially launched the first assignment program of "Technical Deputy General Managers". Doctors and experts from universities and research institutions have stepped out of laboratories and classrooms to take up positions at local real economy enterprises. They precisely deliver high-quality research resources to the forefront of industrial development, injecting a steady stream of innovation vitality to help enterprises break through technical bottlenecks.

Among them, Dr. Li Zhengqiu from Xihua University has officially reported for duty. With solid research foundations and clear technical challenges from enterprises, he embarks on a new journey of collaborative innovation between universities and enterprises.

With years of in-depth research in the field of materials science and engineering, Dr. Li Zhengqiu relies on the high-quality research platforms of the Polymer Materials discipline at Xihua University. His research directions are systematic and market-oriented, focusing on three popular tracks: medical polymer materials, special modified polymer materials for vehicles, and eco-friendly biodegradable polymer materials. He also specializes in the core technologies for special processing and forming of polymer materials, boasting a solid theoretical foundation and rich practical engineering experience.

To bridge the gap between academic research and industrial application and ensure tangible and effective intellectual support, Dr. Li Zhengqiu set clear, assessable and implementable work targets as soon as he took office, with a detailed schedule and roadmap:

Phase 1: Investigation & Problem Assessment (1-month cycle)
Tour all production lines of the enterprise thoroughly, dive into core processes such as extrusion, modification and forming, verify process parameters, production procedures and equipment operating conditions one by one, fully figure out the overall production process of the company, accurately identify production bottlenecks, efficiency shortcomings and quality hidden troubles, and compile a complete diagnosis report on the enterprise’s production process status.
Phase 2: Process Optimization & Breakthrough (to be completed by the end of April)
Combine academic research in laboratories with practical problems on the workshop floor, target core pain points including high production energy consumption, low yield rate and poor forming stability, and tailor 2 exclusive process optimization solutions to boost production quality and efficiency as well as cut costs for existing production lines.
Phase 3: New Product R&D & Innovation (annual cycle)
Focus on the market-demanded green and low-carbon tracks, concentrate research resources on technological breakthroughs, strive to complete formula debugging and lab-scale tests for one new eco-friendly biodegradable polymer material, and successfully pilot the scale-up production verification to make up for the enterprise’s shortage of environmentally friendly new product capacity and enrich its product portfolio.
Ultimate Industrial Value Goal
Drive cost reduction via process improvement, revenue growth through new product launch and market expansion enabled by technological upgrading, helping the enterprise achieve an annual output value increase of over 8 million yuan within the year, and practically translate research achievements into core market competitiveness and economic benefits for the enterprise.

The launch of the "Technical Deputy General Manager" program in Shuangliu District, Chengdu solves two major problems at once: enterprises’ lack of technical talents for technological upgrading, and universities’ lack of practical application scenarios for scientific research. Thanks to the coordination between the district government, enterprises and universities, laboratory technologies will be turned into mass-produced factory products, facilitating the upgrading of the new material industry and underpinning the high-quality development of the local real economy.
